It says i didnt file in 2017 with turbo tax but i did so whats up with that and i wrote down the AGI from last year 2017 but it keeps getting rejected

That's common to end up with multiple accounts.  First LOG OUT of whatever TurboTax account you're logged into right now. Then use this TurboTax account recovery website to get a list of user ID's for an email address.  Run the tool against any email addresses you may have used     https://myturbotax.intuit.com/account-recovery/

When did you file 2017?  If it was late in the year try putting in zero for the AGI.  And see this, https://ttlc.intuit.com/replies/5595742
If you can’t get it to efile you will have to print and mail it.
