Well, you will save $39 by not having to choose that option.

There are several situations where you won't be able to use the Pay With My Refund service, including:

• You're filing a paper return
• You don't have a federal refund
• Your federal refund isn't enough to cover the fees
• You're filing with a foreign address
• Form 8888 is in your return
• You already used the service when you initially e-filed your federal return
• You already filed your federal return and are now only filing your state return

There is a screen that you agree to allow TurboTax to use your info to enhance your Intuit account to communicate with you and provide personalized offers and advice for your unique financial situation.  If you did not agree to that screen then you do not qualify for the offer to pay with your refund.
