It's been said the penalty for health insurance is waived for dreamers but how do i apply that when doing my taxes?

The individual shared responsibility penalty is part of the US Internal Revenue Tax Code.  If you did not have health insurance in 2017 and do not have an exemption from the penalty then you will be assessed a penalty when you file your tax return.

an accountant told me the penalty for health insurance is waived for dreamers, I'm just trying to figure out how to do that on my own instead of having to pay to have the accountant do it, but I cant really figure it out

Your exemption would be entered on a Form 8965 - Not lawfully present in the U.S and not a U.S. citizen or U.S. national
Using TurboTax you would indicate that you did not have coverage for the year.  Then on the screen for entering a reason you would select Not a legal US resident.  This would waive the penalty.
