I went to submit my taxes and it is saying "It looks like some of your federal tax forms aren't ready" and it is referring to Form 5695, Residential energy credit. I had solar panels put in and have fallout out all of the information properly so Im not sure why it says the form is not ready.

Several of the 2018 IRS tax forms are not available yet, therefore TurboTax is able to gather your information from your entry but cannot accept your return for filing to the IRS until all the forms required for your return are complete.
Below is a link of when federal individual tax forms are scheduled to be available and it states Form 5695 will not be available until 1/31/19. Therefore, your tax return cannot be filed until at least that date. (To find information for 5695, select TurboTax Online/Mobile option and then scroll down for Form 5695.)

If I see the form online, in my case it's form 8917, why isn't the form ready? I am not an accountant, so I do not mean to overstep. https://www.irs.gov/forms-pubs/about-form-8917 That form says use for tax year 2019.

The IRS forms on the IRS website get finalized first.
AFTER they do that, they have to test....and approve each of the Software Provider's versions of those forms.
Check the form 8917 availability here: It's the only place that matters for the "software" itself.
