I live in VA and work for fed Government in DC. Do I answer "yes" to working/earning income in another state

It depends.  DC does not tax nonresidents of DC.  Therefore, if no DC tax was withheld, you will answer no to the question because you are not required to file a DC return.  However, if DC tax was withheld, then you say yes to the question, because you will want to file a DC return to have all of the taxes withheld by DC returned to you.
