Using your 2022 refund toward your 2023 tax owed is an option ---- not a requirement.
We cannot see your tax return. We do not know how much you earned. You have only mentioned how much tax was withheld; If you earned more than your standard deduction then you have a tax liability, so you do not necessarily get back all of the tax that was withheld.

Legally Blind + $1750
assuming no other income, and single filing status, if your wages were about $26,500 your tax would be about $1420. form 1040 line 24
if you are a contractor ( 1099-NEC, not W-2) your tax goes way up.
@02d246b3e002 It's your own money. Would you rather give the IRS more withholding during the year so you can get a bigger refund? Why let the IRS have your money all year just to give it back to you on your tax return. They don't pay you interest on holding your money. I would rather have more pay in my paycheck each month.
