Is this a catch 22?

If screen states "print and mail these forms to the government (don't skip this paperwork) but when printed the ol8453 states on the top "do not mail to the franchise tax board" really?

Do not mail this form to the CA FTB. 

Follow the instructions on the actual CA Form 8453 - just keep a copy of the form for your records.

There just aren't a lot of "Do not mail forms" in the average return, so the TurboTax "filing instructions" apparently don't make any distinction when a form is printed for your records. It assumes that anything printed must be mailed.
