Is there anyway I can file my 2018 and 2017 Tax forms through the Turbotax app?

You cannot file a prior year return with the Online version.  You would need the  Desktop software for the prior year returns.  Prior year returns cannot be e-filed with TurboTax.

For tax years 2018, 2017, or 2016

You'll need to purchase and download the TurboTax software for PC or Mac as TurboTax Online and the mobile app are only available for the current tax year.

After installing the software, open it and follow the onscreen instructions.

Prior year returns must be paper-filed, as e-filing is no longer available. We'll walk you through that process when you get to the File section in the software.

I purchased the 2017 Tax forms online. I am trying to download them. It is not allowing me to. i hope I didn't spend money on something that i can use. If so, I would like a refund.

Did you purchase the TurboTax 2017 desktop software from this TurboTax website - https://turbotax.intuit.com/personal-taxes/past-years-products/

If so, you should be able to download the software purchased from your download account here - https://shopping.turbotax.intuit.com/unified/downloads?route=myaccounts

What happens when you try to download the software from your download account?
