Yes, there is an additional fee charged by the Bank that receives your IRS refund and then sends TurboTax their fee.

Per Super@mesquitebean:

"If you chose to pay the TurboTax product fees out of the Federal refund, there is an additional 39.99 service fee for that option (44.99 for California filers.)

You will save money if you pay upfront by credit/debit card or a prepaid debit card you can buy in a store for a few bucks.

If you already chose that payment option and want to remove it, here's how to remove it and pay upfront, depending on your location:
