Is there a way to opt for a direct deposit that does not involve the $39.99 Processing Fee? Am I bound to use the services of Civista Bank if I use TurboTax?

There is no fee for direct deposit.  The fee you are referring to is for paying the TurboTax account fees from the federal tax refund.  You can remove this fee and pay for the TurboTax account fees directly with a credit card.
