Is there a way to only file a state return and not file federal?

You cannot e-file a state return unless the federal return has been e-filed and accepted by the IRS.   And you cannot use TT software to prepare only a "stand alone" state return since the information flows from the federal return to the state return.  If you only have to send in a state return you might want to just use your state's tax web site by yourself.
