go to enter a 1099-INT and select "I'll type it myself"

Enter payer "US Treasury" and click the box "more that just box 1"

enter your interest in Box 3.

Thanks for your response @fanfare - this works to input the correct amount of interest, but is there a way to still include Schedule B when filing?

TurboTax won't include Schedule B if the interest is below $1,500
