A 6-digit IP PIN (Identity Protection PIN) is only good for 1 calendar year, so it doesn't make any difference if you used TurboTax last year or not. Why are you asking about an IP PIN? Did you get an efile rejection specifically asking for an Identity Protection PIN (IP PIN)? Or do you know you need one because you have used one previously?
A 6-digit IP PIN is provided by the IRS to certain victims of tax-related identity theft OR to people who voluntarily opt into the IP PIN program. If you know for certain that you are supposed to have a 6-digit IP PIN, it can be retrieved from one's IRS online account (if you have one or establish one.)

NOTE: The IP PIN is not the same as a 5-digit signing PIN (aka Self-Select PIN). If TurboTax is asking for a 5-digit signature PIN on a page with today's date and your birth date, that 5-digit PIN can be any 5 digits of your choice, except cannot be all zeros.

If you are required to use a 6-digit IP PIN, then once you obtain it, here's where to enter it in Online TurboTax:
Federal tab > Other Tax Situations > Other Return Info > Identity Protection PIN
