Is there a way to file a 1099 without having to pay $119? I can't afford to pay that right now but need to file my taxes and I'm not getting a return to cover it.

You are self employed? Or was the 1099 for non-work income like a prize?  What is your total annual income?

I was doing independent contractor work for a company, I made 3220 but my expenses for working took most of it so it says my total annual income was 284

No, I am living out of the country so the money I get goes a lot further

You can use the Freedom edition, it will prepare a schedule C for free, without the up-charge.

Thank you for the information! I am on there filling it out now, however it is not letting me add any of the expenses for my independent contractor job that I added to the other one. Is there a reason?

you should be able to add schedule C expenses.  You may need to call customer support.

The only time I know of when you can add a 1099-MISC income but no expenses is in the Deluxe version of regular Turbotax because they make you upgrade to the SE version to deduct expenses.  If you are in the Freedom version and your income is less than $34000 you should be able to enter expenses.
