Currently you can only opt out at the IRS Portal.  There is no phone number to opt out.

No, sorry.  The IRS doesn't take phone calls for those types of requests due to the possibility of impersonation, even if they were handling other phone calls in normal fashion.  You need to register for an IRS online account and verify your identity, then you can use the online account to opt-out of advance payments.
