No. The deductible portion is if the state has a property tax based in the value of the vehicle as part of the registration fee. Not all states do. Only that property tax is deductible and the only if you can itemize.

That is usually listed separately on the registration bill.

Generally, yes. It is a fee you pay annually to register your vehicle with the state.
