Is the turbo tax instruction for Colorado form DR 1317 incorrect? It says enter amount on line 3 but it seems it should be line 4.

Line 3 is "Qualifying donation". Line 4 is "Credit available, line 3 times 50%.

No, here is what the current DR 1317 looks like

Prior to 2023 or so, you were right that it had 4 lines, but now it has only 3.

In looking at how the Child Care Contribution Credit works, you do indeed want to enter the credit allowed (not the donation), which is line 3 on DR 1317.
