If you mean whether the calculations included the amount of tax withheld from your pay that were entered when you entered your W-2 box 17, yes, the state tax due took that into consideration, and apparently you still owe. There was not enough withheld to pay your state tax liability. But check the data entry you put in when you entered your W-2 to make sure you entered it correctly.
