For a 1099-R, Turbo Tax asks if the statement comes from a Public or Private company.  Which would USPS then be?

It is not a Private  company but a Public service company.  So using Public seems to be the best answer.

I agree that "Public" would be the best choice given only "public" or "private" as options.
