Is the federal e-file included in the deluxe pkg price of 19.99. Is the state e-file included in the price or am I to file the state by mail?

When using the online product, efiling of both federal and state returns is included in the purchase price. 

When using the CD/download product, efiling of the federal return is included but efiling of the state return is $19.99.
