For 2018, there still is a penalty; the repeal of that penalty doesn't take effect till your 2019 return (filed in 2020). However, as in past years there are possible exceptions; see https://ttlc.intuit.com/questions/2581049-can-i-get-a-health-insurance-penalty-exemption .
