Sorry for your loss, but the answer is No.
The IRS website https://www.irs.gov/newsroom/questions-and-answers-about-the-third-economic-impact-payment-topic-b-e... says:
"We won't issue a payment for someone who died before January 1, 2021.
If you filed a joint return in 2020 and your spouse died before January 1, 2021, we will not include the deceased spouse in the calculation of the third payment. If you're a surviving spouse and eligible for the third payment, we'll issue up to $1,400 for you and $1,400 for any qualifying dependents."
Someone who died before January 1, 2021 is not eligible for the third stimulus payment.
