Is it okay to send smaller amounts than calculated by TurboTax for my 2019 estimated tax payments? I'm certain the amounts calculated are way too high. I retired in 2018.

Yes, if you are confident that the amounts are not necessary, then you can send smaller amounts or even decline to send any estimated tax payments at all.  Just be aware that you may have to pay a penalty if you are wrong and end up owing more than you expect.
