Your 2018 tax "return" was accessed. A "return" is your tax data, irrespective of whether you get a refund, or owe more.
The notice could also be a situation where someone else has their own separate account, but then mis-entered their own email address when they created their account. That other person will wonder all season why they are not getting any of their email notifications when they e-file. This happens hundreds of times during every tax year.
IF contacting Customer Support doesn't help, then change both your UserID and your Pwd…...just be sure you write the new ones down as you WILL forget them 3 days from now.
