If you actually paid it during2024, you answer NO to that question.
The question is there for folks who did pay it in 2025, so that their 2025 state payment can be included in the 2025 Federal itemized deductions...if the person happens to itemize their deductions for 2025 Federal filing.

I paid ALL of my “State” estimated tax payments for “2024” (including 2024 4th qtr ) in Dec. 2024. I was trying to confirm my responses to two Turbo Tax form questions for “Uncommon Situations”.
1) One TT form said “Select all boxes for State tax payments made in 2025 for 2024”. There was a CHECKED check box that said “2024 4th quarter estimated tax payment during 2025 to a state”. And I UNCHECKED this box since I paid ALL of my 2024 during 2024 – not 2025.
2) The next TT form said “How much of your 2024 estimated state taxes did you pay in 2025”? And I ENTERED “$0” since I paid ALL of my 2024 during 2024 – not 2025.
Do you think my entries noted above were correct - including TT form in 2)?

Those questions are for filing your FEDERAL 2025 tax return......so that IF...IF, you can use itemized deductions, any $$ amounts you paid to the state during 2025, can be used as part of your potential Federal itemized deductions.

Those question are referring to your 2024 STATE tax return, that (supposedly) you filed during 2025.
Did you actually pay the state $$ for your 2024 taxes...during 1Jan-31 Dec of 2025, for any of those situations listed

For instance, if you had a final balance due for your 2024 state taxes (you owed more $$ to the state at tax time) check that box about paying the state when Filing your 2024 state taxes (i.e. you filed 2024 state taxes IN 2025, and had to pay the state when you filed).
OR did you pay the state some $$ if..IF...IF you filed a state extension for your 2024 state taxes. If you didn't file a state extension, then that doesn't apply to you
OR...if you didn't pay a 4th Qtr estimated State tax payment FOR 2024, during January of 2025...then that doesn't apply to you.
