Is "1099-MISC Copy 1" and "1096" sent to IRS with my E-Filing or they need to be mailed to State Tax Department ?????

If you entered the information from the 1099 into Turbo Tax, that information will be transmitted in the e-file. If any forms need to be printed and mailed separately, it will prompt you and give you instructions.
