Irs has accepted our return and the state filed at same time says pending on TurboTax and Not Received by Ca State Franchise Tax Board. What happened? How do we fix?

There is no need to fix anything. Some states do not begin processing returns at the same time as the IRS. The IRS just officially started accepting e-filed returns today and it's not uncommon for the state to show pending for a few days after the IRS has accepted your federal return.
