In 2025 I made contributions to my Roth. In December 2025 my MAGI exceeded the limit so I requested a return of excess. This was completed in Dec 2025.
I received a 1099-R with code 8J in box 7. I called Fidelity and they double checked that the coding is correct.
Using TT Online, I am being assessed a 10% penalty for early withdrawal even though I am over 60 and my Roth has been open for much longer than 5 years.
Am I misunderstanding something or is this a bug in TurboTax ?

You are correct in your understanding. The Code J implies an Early distribution from a Roth with no known exception which is why the penalty is being assessed. But since this is a timely withdrawal of earnings on an excess contribution to Roth, you can follow these steps to eliminate the penalty.
Once you take these steps, this will eliminate the penalty on the earnings distribution.
While researching this online I got the following response, which further points to this being a bug in TurboTax.
