Yes, in 2021 and 2022 they eliminated the 400% FPL rule allowing more taxpayers to claim credit.
According to healthcare.gov, for 2022:
2021 and 2022 Premium Tax Credit Eligibility. For tax years 2021 and 2022, the American Rescue Plan of 2021 (ARPA) temporarily expanded eligibility for the premium tax credit by eliminating the rule that a taxpayer is not allowed a premium tax credit if his or her households income is above 400% of the Federal Poverty Line.

So I went back and amended my 2021 return and entered the SLCSP for 2021 into my 1096-A. According to Turbotax I will get an additional $8,679 refund for last year. This seems too good to be true and I don't want to get something that will be pulled back because I didn't have it coming.

Did you by any chance (or your spouse if married) receive unemployment in 2021? If so, even if your income was greater than 400% of the poverty level, your income would be considered 133% of poverty level, so you may be eligible for a larger premium tax credit.
Did you enter the numbers in column C of your 1095A? If not, and you did receive a PTC then this may be duplicating what you were already getting.
If you did not get unemployment, you can go to Healthcare.gov and enter your information to see how much of a tax credit you could be eligible for if you feel that could be too high.
The Heathcare.gov website provides the following information about form 1095-A that contains a 0 in column B.
How to know if your SLCSP information is correct
Look at Part III, column B of your 1095-A, titled “Monthly second lowest cost silver plan (SLCSP) premium.” It should show figures for each month any household member had the Marketplace plan.

In your post you mentioned that you found the amount for the SLCSP and entered that information into TurboTax. Did you use the tax tool referenced in the above information obtained from Heathcare.gov.?
Did you receive any advanced premium credit during 2021? If not, and you qualified in 2021 for some premium credit, then your refund amount reflects what you should have received. Given the amount of the refund, it appears that you are probably receiving a refund of nearly the full amount of the credit available to you.
To provide a more detailed response, we need to know how many persons were on your Marketplace plan? If you carried more than yourself on your plan, then that fact might account for your refund amount.

We did not receive unemployment.
The 1095-A form we received only had numbers in Column A. Columns B and C were all zeros. TurboTax would not allow me to enter 0 in Column B so I obtained the SLCSP (Column B) from the marketplace website. This resulted in a significant increase in my tax refund.
I have gone to the IRS website and followed the instructions for filling out Form 8962 and these results match how TurboTax filled out the form. This just seems too good to be true after years of getting no subsidies for our marketplace health insurance.
The rules changed temporarily so enjoy the credit this time as it will not be there next year.

I have never been eligible for the Premium tax credit in the past so I was leery of the results after I input the correct numbers into Column B. I did get these numbers from the Marketplace website as instructed.
As an added bonus I went back and amended my 2021 return and was eligible for significant refund. I wonder why I wasn't flagged last year when I entered 0's in Column B??
