In the Income section of the Turbo Tax forms I entered info for six 1099-NECs and one 1099-misc. "Box 6 State No." is required but most 1099-NECs don't have it.

In regard to the 1099-NEC forms, was there any state withholding reported in Box 5 or an amount in Box 7?   Is it a state with no state income tax?

No there was not any state withholding information in box 5 or box 7.  But I believe I figured out what to do.

I put in a in one of the boxes and zero in the other box and that seemed to work.

If there is no state withholding on a 1099-NEC, then Boxes 5,6, and 7 can generally be left blank.
