In the "Estimates and Other Taxes Paid" section, why is the lower state sales tax estimate showing up instead of the higher recommended state income tax?

Can I override the amount input (the lower state sales tax) with the higher state income tax?

You can force it.  See screenshot below.

To get there:

1.  Click Federal Taxes across the top.

2.  Click Deductions & Credits across the top.

3.  Click I’ll choose what I work on.

4.  Scroll down to Estimates and Other Taxes Paid.

5.  Click Start or Update by Sales Tax.
