In 2017 we had Obamacare, and IRS required us to pay back APTC. We paid $1,925 in 2018 "estmated tax payments" or repayments for APTC. Where do I enter these in TT forms?

In 2017, I was out of a job and needed heath insurance. Unfortuately, we were required to buy the very price policies in Obamacare, but we got "subsized" on the premiums.

After 2017, the IRS said that based on our 2017 income ($93,106 for a family of 4), that we would have to pay back ALL of the APTC. Since this was around $10,000, we couldn't pay it all back at once as we were still getting "back on our feet" with my new job.

In 2018, we paid $1,925 back for the overpayment of the APTC. Where do we put these "estimated tax payments" (repaying the APTC) in TurboTax Deluxe and how do I get to that form(s)?

These are not estimated payments. You are paying a prior year IRS debt. You can't deduct Federal income tax.
