In 2016, we filed married, filing jointly. I was separated all of 2017 and filing HoH for 2017. Do I need to claim any of last year's state refund if he says he did?

No, you don't need to report your state refund amount if your Spouse is reporting the entire amount on their return. If you are not itemizing, it won't affect your return.
Otherwise, since you filed jointly in 2016, you could each report 50% of the state refund amount on your return.
