If you used Free Edition, the use of the website software to prepare the Federal and state returns is free.

Did you pay taxes owed with a credit card?  If so, there is a service fee which is charged by the card processor.   Did you pay through TurboTax (which uses a third-party processor), or did you go to the IRS website and were linked to the processor's website?

See this FAQ on credit card payments:

When you use a card to make a purchase from a store or online, the merchant pays a credit or debit card processing fee (which is usually a percentage of the purchase amount).

However, the IRS is forbidden by law to pay this, so the fee must be charged to you. This is not a TT fee.
