If you owe taxes from last year and you set payment arrangements does the irs take from this year taxs?

Yes they do.  Even if you are on a payment plan, if you are getting a refund for 2018 the IRS will take that refund and apply it toward the amount you still owe.  You do not have to enter anything about that on your tax return; they will do it automatically.
