If you cannot import managed brokerage transactions from Fidelity and you use the summary info, do you still need to submit the detail 1099 transactions (90 pages)?

It depends.  Any sales summaries that include only Box A or Box D sales, and which have no adjustments to gain/loss, do not need to be included on a statement mailed to the IRS.  All others do.  If you have wash sale (or other) adjustments in your Box A or Box D transactions, you'll need to mail those as well.
