Our dependent full time college student did not earned anything this year , finishing taxes in Turbo Tax Personal Edition - Why IRS needs to have paper filling here ?

Our child earned less than $1000/- in 2015 so had filed for it in 2016. But did not worked/earned during 2016. So, should we be even filling for our child this year ?  If not, do we need to inform IRS or any communication required ?
What happens when next time our child resumes working/earning ?

If you are asking about filing a separate return for your child, you don't need to do that if they had no income in 2017.  You cannot e-file a return with no taxable income on it, it has to be filed on paper.  Next year, if your child receives income, you just file a return for the child that year.  You don't need to communicate anything to the IRS.
