If the IRS has taken more than is owed for child support arrears, do they send you a refund for the difference or does it just get credited for future support?

The amount is usually intercepted for past due debt, not the future one. And the remaining refund is sent to you. However, you may contact the Department of Treasury's Financial Management Service (FMS) at 1-800-304-3107 to find out details of the offset of your unpaid child support.
