529 plans don't qualify for an education credit.

If she files a joint return with her husband you cannot claim her as a dependent so she would be able to claim education credit even though you actually paid those expenses.

If my daughter does not claim the educational expenses, then can I?

You can only claim them if she were your dependent. As Coleen pointed out, any amount from the prepaid plan can’t be used to claim education credit.
