If my wife increased her deductions to benifit in a divorce, can she file married separate, and get a refund and force me to pay in and have penalties?

You can't act through the IRS to force your spouse to file a joint return, regardless of whether there is a divorce pending or not.

Any financial imbalances that occur as a result of the divorce should be dealt with as part of your financial settlement; consult your attorney.
