If my state and federal taxes went through and I am trying to print my city taxes to mail in. Why does it say form not complete? All of the information is present.

Nothing has changed since last year. Yet, this year it says that the form is not complete. I need to send these in physically as my city does not accept online tax returns. I overpaid and am simply donating it to the city the same as last year. Do I just mail in what I have?
