Have a bit more patience. The IRS just began to accept/reject returns on January 23, and there are millions of returns that have been pending on servers. You cannot cancel your e-file. You have to wait until it is either accepted or rejected. Watch your emails.
When you e-file your federal return you will receive two emails from TurboTax. The first one will say that your return was submitted. The second email will tell you if your federal return was accepted or rejected. If you e-filed a state return, there will be a third email to tell you if the state accepted or rejected your state return.
And the fees are to prepare the return whether you efile or print & mail. Efiling is free and included in the Online versions. But that doesn't guarantee your efile will be accepted. The IRS just opened efiling on Jan 23 and have a big backlog to work though.
