If my MI refund said -130 why might I owe that?

A main reason is your state withholding wasn't enough to cover the tax on your income.

There could be many reasons for the amount being owed.  As VolvoGirl stated, your state withholding could have fallen short of what was required.  Also, perhaps you had other income subject to tax that no withholding was done or no estimates paid on the other income.  Without being able to see your return we really are only guessing.  It may be educated guessing but it is still guessing.  Go over your return line by line to see if maybe there was an error in entering data, such as overstating an income item, or perhaps an underreporting of withheld tax.
