If my husband worked for the city of Portsmouth VA is he considered a public safety employee

He spoke to a rep at the Virginia Retirement system and she said his retirement was considered 457

An eligible retired public safety officer is a law enforcement officer, firefighter, chaplain, or member of a rescue squad or ambulance crew.  A 457 is a government retirement plan, so a public safety officer may have a 457 but it does not mean he is a PSO.
