If My federal Tax Was accepted and My states Tax rejected Will i still recieve the federal taxes ir do i have to wait until i mail the state Tax form in in order to recieve it?

you will get the FED even though the state was rejected provided there are no problems with the federal return. 

acceptance only means that the IRS found no typical rejection issues.  they still have to process it.
