If my federal refund is $2,354. and I owe state $412 - upon processing it only shows I'm getting back $1,946? Do they pay my state taxes out of my federal refund?

Nahhh, they are dealt with separately.

You can never direct the Fed refund to pay the state

There is one TTX review page that shows NET refund ...but that's just an FYI effective total...

(TTX really needs to stop showing it that way)
