If she can’t be claimed by anyone then she would report that on her return. But if she can be claimed—even if the person doesn’t actually claim her—she would report that someone else can claim her.

@eagles990-comcas - note the question for your daughter's tax return is CAN someone claim her, not DID someone claim her.
