Do not click on anything that says "amend" for your 2018 return. Amending is a special process you only use for a return that has been filed, accepted, and fully processed. Your rejected 2018 return has not been filed at all.
Making corrections or adding information to it is not "amending" it.
If you have any changes/corrections at all to make to your 2018 return, you now have to complete it using desktop software, which you must download to a full PC or Mac (not to a mobile device).

If you are getting a refund, there is no penalty for filing late. If you owe tax due, then file and pay the amount due as shown on the Form 1040, but expect a bill later from the IRS for the penalty and interest you will owe. Only the IRS will calculate this—TurboTax will not calculate it.
You can prepare and e-file 2019 if you want to go ahead and get a return filed. Your 2018 AGI will not be in the system. Say you did not file a 2018 return, or try using "zero" as your 2018 AGI when it asks. If neither of those answers work to let you e-file 2019, you will have to print, sign and mail 2019.
