It probably transferred one from last year and is still waiting for you to fill it in. You should delete it.
I scanned my W2 for 2021 and the software accepted the 2021 information. But it still says "Needs review."
I would try deleting that W2 and enter it by hand. It must not like something on it that was scanned.

I am in the same boat, except that I entered manually to begin with. It's so frustrating. When I click "Needs Review" and walk through my w-2 manually to make sure everything is right (done this 4x now), it still says "Needs Review." I have multiple jobs and this hasn't happened with my other forms. When I'm all done with my taxes will it allow me to file like this or do I need to stop now and find another software? This is pretty infuriating since I've already spent hours entering the info from my complex tax situation. I have done this for years without issues like this.
You are just seeing that it "needs review," on the input screen. It is not stopping you from filing at this point. When you finish entering everything, Turbo Tax will review it. If there is a problem with your W-2, it will highlight the box which is generating the issue. It will say, "fix this."
