If he died in 2019 she can still file Joint.  Otherwise she needs to set up a new account for herself and not transfer from last year.

 

Online is only good for 1 return per account.  But you can use the same email address for 5 accounts.   How to start another return in the Online version

They have never filed jointly.  She has always filed "married, filing separately".

If he passed in 2019 her only choices are Married Filing Jointly or Married Filing Separately on the 2019 tax return.  So she should select Married and then select Separately in the My Info section of the program.
